About US

Caribbean Resilience and Emergency Management Services (CREMS) is a regional consulting and training organization dedicated to strengthening disaster preparedness, climate resilience, and institutional capacity across the Caribbean. We work with governments, emergency agencies, NGOs, private-sector partners, and community leaders to build systems that are proactive, risk-informed, and sustainable. Our mission is to move beyond reactive disaster response by embedding resilience into policy, planning, infrastructure, food systems, and economic development. Through research-driven strategies and practical implementation frameworks, we help institutions anticipate risk, reduce vulnerability, and protect critical systems.

Our services span risk assessment and hazard mapping, emergency planning and policy development, auditing and governance reform, climate resilience strategies, business continuity planning, and nationally aligned training programs. We deliver certified training in Basic Emergency Management (BEM) and Incident Command Systems (ICS 100–200), alongside scenario-based exercises, tabletop simulations, and full-scale operational drills. By combining field-based assessments with structured planning methodologies, we develop tailored emergency management manuals and resilience frameworks that reflect the unique risk profile of each district, community, or nation we serve.

At CREMS, we believe resilience is built through collaboration and evidence-based decision-making. We empower officials, responders, and community stakeholders with the knowledge, tools, and operational clarity needed to prevent cascading failures and accelerate recovery. Our approach integrates hard mitigation measures, governance reform, food security strategies, and microeconomic continuity planning to ensure that communities not only withstand disasters but build back better. Rooted in Caribbean realities and aligned with global best practices, we are committed to advancing a safer, more resilient future for the region.

Our unique approach to Caribbean resilience

Our unique approach to Caribbean resilience is grounded in the realities of island vulnerability, cultural context, and interconnected systems. We combine on-the-ground community engagement with rigorous risk assessment, climate science, governance reform, and operational training to create solutions that are both practical and sustainable. Rather than applying generic global models, we tailor every strategy to the specific hazard profile, economic structure, food systems, and infrastructure capacity of each territory we serve. By integrating disaster management, food security, microeconomic continuity, and policy development into a single resilience framework, we ensure that communities are not only prepared to respond to shocks, but are structurally positioned to adapt, recover faster, and build back stronger in the face of evolving climate and environmental risks.

Working with Caribbean Realities

Our guiding principle is to challenge conventional disaster thinking and offer a grounded, regionally informed blueprint for resilience development. We believe in solutions that work *with* Caribbean realities, not against them. By collaborating closely with communities, organizations, and governments, we build comprehensive strategies that integrate local knowledge and strengths, ensuring a more resilient and safer Caribbean for everyone. We empower the region to face and overcome its unique challenges effectively.
